Job Description

The Western Cape Liquor Authority is seeking an experienced Human Resources Manager to provide strategic leadership and operational oversight for the HR function. The role focuses on implementing human capital strategies, ensuring compliance with legislation, and supporting organisational performance. Key areas of responsibility include HR planning, talent management, learning and development, employee relations, compliance, and governance. The position requires a results-oriented professional with strong leadership skills, knowledge of HR legislation, and the ability to align HR practices with organisational objectives.

Requirements

  • NQF Level 7 in Human Resources or NQF Level 6 in Human Resources
  • Proficient in MS Office Suite
  • Minimum of 5 years' experience within human resources management (at least 3 years of which should be in a supervisory capacity)
  • Sound knowledge and functioning of government systems and applicable legislation and regulations
  • Working knowledge of HR legislation, including BCEA, LRA, EEA, SDA
  • High level of report writing skills
  • Strong analytical and systematic problem-solving skills
  • Ability to thrive in a fast-paced environment managing multiple projects and tight deadlines
  • Exceptional interpersonal, communication, writing, reporting and presentation skills
  • Ability to function independently and within a team
  • Ability to prioritize and adapt, managing multiple projects and deadlines

Responsibilities

  • Provide input and guidance into the financial aspects of WCLA’s strategic business plan and translate into annual performance, operational and procurement plans
  • Implement HR strategic objectives into a tactical plan for HR Business Partners
  • Coordinate development and optimisation of HR systems and processes
  • Conduct workforce planning to identify current and future talent needs
  • Build and maintain strategic relationships with line managers to foster commitment to HR strategies
  • Plan, schedule and direct HR processes, procedures and workflows to achieve efficiency
  • Partner with and influence business units on HR needs to enable delivery of business targets
  • Facilitate talent management strategies covering recruitment, retention, performance management, career development, change management, wellness, and diversity management
  • Coordinate learning and development across WCLA, including training, leadership development, and accredited programs
  • Implement leadership competency and development strategies
  • Oversee leadership talent pools and succession planning
  • Implement employee relations strategies, policies, and processes aligned with HR strategy
  • Advise managers on disciplinary and grievance matters in line with WCLA policies
  • Ensure compliance with employment equity legislation and skills development requirements
  • Manage the wellness function across the organisation
  • Oversee resource management, including budgeting, contractor and supplier management, and service level agreements
  • Manage risks, resources, and continuous improvement within the HR unit
  • Lead and develop staff within the unit to meet performance objectives
  • Implement performance management, grievance, discipline, and termination processes within policy
  • Foster a culture of good governance, integrity, and service excellence
  • Oversee governance, compliance, and risk management in alignment with legislation and audit requirements
  • Draft and submit annual, quarterly, and monthly HR reports
