Job Description

The Gauteng Department of Infrastructure Development is seeking a strategic and experienced Deputy Director to lead our Provincial Maintenance Hub. In this vital role, you will be responsible for the comprehensive management of maintenance operations, including the development of annual operational and procurement plans. You will oversee financial resources, ensure regulatory compliance, manage supplier contracts, and provide technical guidance to your team to uphold the highest standards of service and facility upkeep across the province.

Requirements

  • A qualification in the Built Environment or Project Management at NQF Level 6 or 7.
  • A minimum of five years of relevant professional experience, with at least three years served at a middle managerial level.
  • Possession of a valid and current driver's license.

Responsibilities

  • Develop the annual operational plan for the maintenance hub.
  • Formulate and prepare the annual procurement plan.
  • Manage funds allocated for boiler maintenance in strict compliance with the Public Finance Management Act and Treasury Regulations.
  • Monitor and ensure the maintenance management system is consistently updated according to approved plans.
  • Analyze complex technical information to guide decision-making.
  • Provide well-founded recommendations on necessary maintenance interventions.
  • Oversee the implementation of all technical repairs.
  • Offer expert guidance to teams on repair procedures and best practices.
  • Manage the end-to-end process for sourcing suppliers and essential spares.
  • Oversee the customization of technical specifications for projects.
  • Administer the procurement process using prescribed government systems.
  • Monitor the performance of all contracted suppliers to ensure quality and timeliness.
  • Intervene decisively when supplier performance falls below established standards.
  • Recommend and authorize payments to suppliers upon successful service delivery.
  • Serve as the primary liaison with suppliers regarding outsourced services.
  • Contribute expert input into the specifications for new repair projects.
  • Manage the procurement lifecycle for new installations.
  • Supervise the effective implementation of new equipment installations.
  • Confirm that end-users receive adequate training on new equipment.
  • Validate that the maintenance management system is updated with new assets.
  • Verify supplier performance before approving invoices for payment.
  • Plan and budget for comprehensive water treatment programs.
  • Manage the procurement process for engaging water testing Service Providers.
  • Administer and oversee water treatment service contracts.
  • Interpret water testing results to inform and update maintenance plans for Boilers.
  • Conduct meetings with Heads of Health facilities and suppliers to align on objectives.
  • Establish and agree upon service delivery standards and turnaround times with stakeholders.
  • Maintain clear and consistent communication with clients regarding project progress.
  • Follow up with clients to ensure satisfaction with service standards and timeframes.
  • Professionally address and resolve any client complaints, providing timely feedback.
  • Establish and sign performance agreements with all subordinates.
  • Effectively manage team members and maintain professional discipline.
  • Oversee the training and development of subordinates based on identified needs.
  • Ensure the provision of necessary equipment for subordinates to perform their duties.
  • Provide regular, constructive feedback to subordinates through quarterly performance assessments.
  • Mentor and coach team members to foster professional growth.
  • Determine human resource requirements in collaboration with Corporate Services.
  • Develop and maintain updated service delivery and work plans for the team.
  • Guide subordinates on service delivery plans and departmental priorities through regular meetings.
  • Facilitate skills transfer between internal staff and external technical consultants.
  • Plan and allocate work responsibilities to ensure quality assurance and control work performance.
